The facts *never* speak for themselves. We don't reason about facts, we reason about arguments.
The way that facts and context are assembled into arguments is the difference between reasonable explanations and conspiracy theories.

Ubiquitous high tech police surveillance produces mountains of data that, stripped of its context, can be used to create a story - true or otherwise.
