So far Kremlin forbid video-calls via WhatApp (and Telegram, mention this for sake of completeness). Kremlin made some technical measures that such calls simply does not work.
In ruzzia authorities force people to install the spyware known as "Messenger Max". Many people there buy special cheap second smartphone where only this spyware get installed and nothing there.
These details may be important to understand situation there, but not related to the real e2ee.

If the code is closed source you dont know what really happens in the app.
