When I lived in a house with a house across the street, they were neighbors.
But in a multi unit building, I consider the people in my building my neighbors (I know them by face and mostly name) but I wouldn't recognize the people in the building across the street so not neighbors.

@dx For the "no" people, what is a neighbourhood, in that case?

In Canada, at least, we also have a distinction that we make for the people who live next to you... next-door neighbours. Do the nos also not use that phrasing?

@dx Yes, these are “neighbors from across the street,” the other ones are “neighbors next door”
@dx I haven't voted because I don't know if I count as British for your survey - I haven't lived there since I was 5. I would say most likely yes, as long as it's a small street, but I can definitely understand the argument for no.
