dasgrueneblattAfaik, it's a third thing: In the US, the money paid for tariffs goes into the federal budget, i.e. the president's budget. He's collecting money from the importers and consumers of imported goods, and he can redistribute it as tax cuts or whatever.
And there's also got to be some kind of insider trading going on with the announcing, pausing, increasing and decreasing of tariffs.
It's delusional all the way down. And it's our reality. Trump took a country that had been on life support and pulled the plug.
