Note the ability of the DHS director to exempt specific companies (and individuals or occupations) if it is deemed in the national interest. Yes, this is a reasonable exemption. Specific individuals, companies, and occupations are so critical we need them. It also is a pathway to patronage.

It’s a reasonable exemption, and honestly it is not the exemption that makes me wonder. It is how I suspect it will be used. The “Pay us $100,000 per employee you want to bring in” thing sort of sounds like a shakedown. I can’t help but think there are other ways to incentivize employing Americans.
