I do not understand what are not making those libraries not available in desktop or "cloud"? is it an OS issue?

@defuneste We were discussing our experiences with converting data from #QGIS vector layer to geopandas dataframes (and back). And I showed some python udfs for data warehouses and the browser-based no-code environments they enable
