I thought articles accepted after July 1 with NIH-funded work were meant to be open access. Why isn’t this one?

Good question. The policy requires that the #OpenAccess version be in #PubMedCentral <https://pmc.ncbi.nlm.nih.gov/>, not necessarily in the journal. But I just searched PMC for this article and it wasn't there. You're right that something is amiss.
