I think BSG has several excellent examples why and how to seperate military and civilian state, if I remember correctly.
I should rewatch it, but following you reminded me to finally watch Foundation. And I usually don't even find the time to watch Tagesschau, so we'll see how that goes...

Back then, we called it the "Gestapo." After World War II, we started a new democracy, and the USA helped us! In our constitution, we ruled out the use of the military within the country—except for aid after natural disasters. It's frightening to see the USA falling behind its own rules while everyone watches. I thought there were these "checks and balances" there.
Turns out the many of the checks and balances were just custom and tradition, waiting for a leadership with fascist ambitions to disregard and ignore.

@jwildeboer ideally yes but in practice the police typically serves the wealthy, and thus the average person has no force that fights for them.
In that scenario it just happens that the interest of the state and the capital are so well aligned that both forces follow the same goals and thus become one by nature.
American citizens are, in the Mango Moron's opinion, the enemy.
