If you see a post like the one below, do not interact with it. SImply report to your server admin.

As moderators, we will do our best to respond to these reports swiftly and will suspend any account guilty of sharing malicious links.

Server admins, if you are able, now may be the time to temporarily turn off open sign ups to help prevent the spread.

@indiewebadmin In a way, it is good that there finally is some scam going round here that is wide-spread enough to make people realise that Mastodon (insert "well, actually, Fediverse" rant) is not some kumbayah-singing walled garden where everyone is kind and nobody is here just to take advantage of others or even scam them.

Report, report, report. I've recently seen scams that are almost a day old, presumably because no one has taken five seconds to report them. The admins can't take action against scams they aren't aware of.

@CppGuy @indiewebadmin only seen these when following a thread (not sent to me), but on some I can block but not report which implies the scam post persists even after the instance admin has taken the scam poster down.

Ah. Maybe it takes a little while for message deletion notifications to ripple out to other servers?

I've not experienced what you describe — the ability to block but not report — so I don't have much insight into it.
