I am guilty of pushing the 3.5% idea without making clear that that should only be considered one part of a strategy that includes direct action against the systems of oppression.
Resistance without risk or personal sacrifice is not resistance at all, period.

As I just commented on this video, it's ironic that Disney's Andor is fundamentally this idea wrapped in a Star Wars sci-fi/fantasy story.
Andor is about the personal risks and sacrifices that just a chance of building a successful resistance requires, and based on history.
Andor even explicitly states that rebellion is losing and losing and losing before the chance of success can even hope to appear.
