I've wondered the same but I think the only reason he doesn't is he uses it for propaganda purposes.

I see your point, but when the situation in the US becomes worse there's a good chance he will at least limit it's use. I don't know if you watch real time internet outages around the world, but happens all the time in certain countries.
Plus, lack of privacy is a huge problem
