Conservatism consists of exactly one principle: There must be in-groups which the law protects but does not bind, and out-groups which the law binds but does not protect.

Conservatism never was about the WHAT, all of that is and always was just talk. Justification.

It's always been about the WHO.

@elizabethjacobs.bsky.social now this same thinking can be applied to licenses, degrees and permits of all kinds. Any fraudulant production of a driver's license, passport, criminal record check, medical license, safety approval, can be argued that it provides choice where the federal gov does not. Maybe this is quintessentially American freedom. Of course, it neglects that it removes choices for others wishing not to partake in such an undisciplined society. But they are just weak.
