I'm a little surprised there's such a thing as a transporter engineer in the first place. The computer can identify and correct aberrations much faster than a human(oid) sliding their meat sticks around on a big touchpad can.
I think you want some human being there just in case.
Maybe, but he could be in a backroom somewhere playing video games or something til he's needed. If *I* were designing something as critical as a transporter, it would gracefully fail any time it didn't know exactly what was happening. The computer knows everything every single previous engineer and operator knew, and can access it instantly. I'm not sure what value a human would provide except maybe a postmortem to go into the next firmware revision
Of course, if starships ran the way I thought they should run, it would be a pretty lame show, so maybe a transporter engineer is worth something :^D
