You are not the only one to think that, but Trump (& the media quoting him) was the only person to actually say that.
I actually looked into it at the time, since I'd heard that unlike the UK, the US government can't complete any treaties with out it passing through the legislature.
According to press releases from Downing Street and the both ambassadors between us and the US, they just made an agreement to negotiate a trade deal and agreed which sectors and tarrifs would be discussed.

that whole press conference with Mandleson was just an ego massage for Trump, but they joined in because they seemed to think that Trump publicly supporting a 10% Tarrif would help the negotiations!
