Many years ago (1980s?) I saw or heard a Not The Nine o'Clock News sketch where a government minister was being interviewed.

It went something like this:

Minister: We're reducing taxes on cigarettes, alcohol, and fuel.
Interviewer: And how are you going to pay for this?
Minister: We're introducing a 100% tax on crutches, wheelchairs, white sticks, hearing aids, and diarrhea medicine.
Interviewer: So you're targeting those least able to fight back?
Minister: Exactly.
