The EU strongly rejected this today at talks on Just Transition:
Happy to discuss concerns in non-confrontational manner, but this should not crowd out other issues. The EU never agreed to the framing as unilateral measures in the draft text. They are domestic/cross-border policies.

The EU’s outreach regarding #CBAM has been a point of criticism. The fallout can now be seen not just in bilateral relations and the #WTO, but in the #UNFCCC as well.
