@pjacock let's see if we can learn about the provider(s) that were tried, I wouldn't rule out some local network issues, also depending on where exactly in the country they are!

This response looks like their ISP blocked this domain for some reason..

Still bad but my guess was somebody wasn't being careful about their network analysis and wanted to block a specific GitHub domain and blocked much more than intended

@yume Turns out to have been a DNS resolution issue with their ISP, but I did suspect something like your suggestion. Thanks!
