This afternoon we made the pattern on a Lego board and he picked some rules. We used red/pink bricks for alive cells. We made a few iterations until we ran out of time.

There are now machines to help humans lay block paving... Would need some upgrading with a second hopper and some clever maths to meet your needs, but some of the principal of operation is already established...

The obvious commercial application would be demarcating parking places and other flat user-instructions. But fun people would use it for what you envisage :P
