Reuters images showed #Marines apprehending a #civilian, restraining his hands w/zip ties & then handing him over to civilians from #DHS.

Asked about the incident, US #military's Northern Command spox said active duty forces "may temporarily detain an individual in specific circumstances."

"Any temporary detention ends immediately when the individual(s) can be safely transferred to the custody of appropriate civilian law enforcement personnel," a spox said.

@Nonilex in California, citizen's arrests are permitted under Penal Code 837 PC. Any citizen can arrest another person for a misdemeanor committed in their presence or if they have reasonable cause to believe the person committed a felony. They may detain the individual until they can safely and securely turn them over to appropriate law enforcement.
Same law that lets security guards detain shoplifters until police arrive.

@Nonilex he was just on @apnews live and said that since he went in past yellow tape and then came back they thought he was suspicious so they arrested him. He was allowed to go after they vetted him. He informed everyone not to go to the
VA as it had been closed. Not receiving anyone right now.
