So the destination sign is 西桑名, or Nishi-Kuwana Station. I do wonder where on that route it sits...

@Guillotine_Jones @pharmafemboy I found a video of the driver's view of the entire line. I watched it, but no particular moment jumped out at me as the place where the photo was taken. Maybe I don't have a good eye for this. Also the photo might be older than the video (i found some 2016 captures of the photo in the wayback machine, while the video is from 2018), so the landscape might've changed a bit.
