Best I can tell Albemarle County has been treating Type B FHA requirements as fungible within each development application to create bureaucratic leverage for more elevator accessible units and lower overall housing costs. This strikes me as a good compromise but I'm not sure how many localities take this approach.
Also creates some truly bizarre little elevator accessible buildings
