I watched as #Oregon SB566 #PermanentStandardTime bill apparently died. I didn't realize it was replaced by #SB1038 until that passed the Senate today. On to the House.
The new bill is weird. It'll go along with permanent Standard or Daylight time as long as both CA & WA adopt same in 10 years. Permanent DST would require an act of Congress first, since states aren't allowed to choose it. Permanent Standard Time can be chosen by states, and agrees with the natural setting of clock noon to solar noon. ST balancing daylight between AM & PM is advocated by sleep-specialist doctors.
Daylight Saving Time only exists by legislation. After a failed permanent DST experiment in the US in 1974-5, is not legal for states to choose permanent DST. It would require an act of Congress to repeal that law.
There should probably be a realignment of time zones. DST definitely 'feels' better on the east coast IMO.
@baibold @SaveStandard That "feel" is subjective to preferences for morning or evening sunlight, which varies but people can schedule around it. The average at solar noon = clock noon covers the population overall.
US Eastern Time's center line by longitude is 75Β° West. Each 1-hour time zone is 360/24=15Β° wide. EST is 5 hours west of UTC. So 15*5=75Β° for the center.
