Caterpillar knew decades ago that Israel was using their machines to topple Palestinian homes -- and sometimes kill Palestinians themselves -- but would not refuse to sell to the regime, despite years of lobbying, because it was insufficient. People whose world is money just don't care who their choices hurt, as long as it doesn't come back home to them. The divestiture movement against Apartheid worked because it directly hurt investors' bottom line.
