Vance should try reading the Constitution.
Congress is in charge. They make the laws and *only* they do. The President is responsible for the *enforcement* of those laws. The courts provide oversight that neither violates the laws nor the rules and constraints set in the Constitution.
Understanding that will give guidance on how to do what they want. Some (like birthright citizenship) may require an amendment.
Is that too difficult? Sorry, it is supposed to be. Our system is designed to be conservative - as in resistant to change. And that's by design. It really doesn't matter what the voters wanted Trump to do; Presidential candidates live to promise what's not in their authority to do. Most realize they need to use Congress. Trump apparently finds that too difficult. 🤷♂️
