No, the tax should go with all usage of energy past certain levels. This to ensure that the energy is used productively.
After all, if we have a situation where one party buys all the energy created with water (as the Finnish railway company does), that means that the energy left for others to use is something else: often fossils.
Fossil tax helps to encourage non-fossils, but doesn't solve the fact that all energy production comes with cost.

As a "normal" programmer who grew up trying to find robust solutions to problems one automatically thinks "If useless stuff costs you millions, filter useless stuff".

You can easily add to the context without involving the actual model. The magical context is nothing more than a text file somewhere. It's trivial to add the filtered response and query just like all the other queries and responses.
But your response shows that the propaganda works. AI is treated like a cargo cult, you just have to accept that you need to do a certain dance to get results.

Two weeks ago I would not use voice chat ai apps knowing each query requires 16oz of water, but on learning the economics of AI, today I would say use them with reckless abandon because it's the fastest way to kill the buggers. Sam et al lose big on EVERY use.

It's a kind of Catch-22, though. Whenever the AI is wasting energy (which is always), it's bad for the environment.

Courtesy, and other pro-social norms, have always been a target of such people.
To a Republican, civility should actually be deference paid to someone higher in a class hierarchy.
Since AI is a servant, it's undeserving of civility, in their view.
