The idea they ensure stability and protect everyone equally was the justification for making everybody pay for it. Not that ther isn't plenty of cops who believe that justification, it's just that the whims of their political masters take precedent. Especially in places like the US where the police leadership are elected and thus endebted to the party political machine.
