Residents of Independence Heights — the first municipality in Texas to be incorporated by African Americans before it was subsequently annexed by the City of Houston — have long been fighting against the neighborhood's loss of identity due to rising land values and property taxes. The planned development is designed to address the area’s gentrification by constructing 260 affordable housing units.
