Extortion is a tricky business, you have to convince your victims of several things all at once.
A) That you’ll actually follow through on your threats to harm
B) Avoid actually harming people very much because that reduces their ability to pay
C) Ensure the cost of compliance doesn’t get too high, or they’ll take their chances on resistance.
D) Keep everyone isolated, silent and alone without community, so they won’t band together against you.
