Parity Volume Set File Format Family

Format Description for PAR_Family -- PAR is an open-source file format designed to accompany a set of files intended for transfer or storage. Using a PAR client, the PAR files can verify the data integrity of the set of files and, if needed, repair corrupted files or reconstruct missing files.

@marhop Thanks! We just started to wrap up our authoring/updating process by submitting to Pronom to help bridge the gap and also get us outstanding some PUIDs that we can reference
