As one of the victims pointed out, Sir Keir could define the Girl Scouts as a terrorist organization, and then, any vague connection with Musk would make the latter arrestable if he sets foot on British soil. Or perhaps not the Girl Scouts - although there is nothing preventing Sir Keir from doing this, and no judicial recourse if he did - but someone like Yaxley-Lennon...

We/you/I can choose to see this as the death throws of the domination system of which we have been a part of (but not us/me/you) for the last 10,000 yrs. A civilisational birthing if you will. Birth is always messy and painful, so is maturing but they are both worth it.
