It is supposed to be examining if Arthur Leigh Allen is the Zodiac or not, but they signal their belief pretty early on by constantly featuring the complete hack that is Robert Graysmith.
The worst thing the the Zodiac film did was convince people Graysmith was a credible investigator whose theories about Allen are airtight instead of full of factual errors and leaps
