@TheConversationUK I was left a bit confused by this!
The headline says UK, the budget allocation was for England, and the article mentions Scotland but with no evaluation about which of the four nations is getting it right/wrong.
Wales undertook a major school rebuilding programme in the 2000s and is reaping the reward (certainly the RAAC issue never hit here as much as it did over the border). Unsure about the situation in NI.
