If your secret clearance is lapsed, is there any point in applying to jobs that call for a secret clearance?

Are they just collecting resumes? Is this like "internal only" jobs in the civil service, except for "internal to industry"?

Is that something that employers compromise on (changing req from has-clearance to clearable?)

Not a question about the superficial meaning of "Must be clearable" vs "Has active TS/poly". Asking if employers really mean it.

To beat a dead horse, you can post a job req asking for a unicorn and hope to get a candidate with every box checked, but when it doesn't materialize, do dctech companies sigh and say, "Well, I guess we need to move this candidate through the clearance process"?
@mistersql my info is a little dated since last time I did this it was still the post-911 ramp-up decade. In my experience, yes, for mid to larger sized contractors with a mix of cleared and non-cleared contracts. You are placed on a non clearance project until you get your ticket then are moved to a cleared project that has a much higher rate.
@mistersql also, lapsed is preferred to never having had one at all since they know you are theoretically clearable.
