+ certainly did the military aspect, training the generations of soldiers who would be on the front line of expanding and maintaining the Empire.

Given that Norwich was also a centre of the UK printing industry, there's definitely connections with typographic standards, newspapers and thus the spread of information (incl. that of anti-colonial writings), but this is another aspect of the hyperlocal connection that's been highlighted.
