about the eyes:
I started with 4 colors, one of them being green eyes, then Cloud wasn't doing well in black suit, and then, after I tried to animate them, it turned out black clothes was a bad decision, so I made a version with colorful clothes and black eyes...
And then I thought "I don't even have NES, so why don't add an extra color to the palettes" 😃

I did a good job in putting them into 16x16 px thought
