The logic of criminalizing homelessness makes no sense. Fining a homeless person? It’s uncollectible and simply adds to the burden of the homeless. Incarcerate a homeless person? Considering the cost of incarceration (including the costs of law enforcement and administering legal proceedings in addition to the jail occupancy), it probably would be cheaper to provide the homeless with safe, affordable, dignified, housing for all.
