I think the basic implicit assumption is wrong:
1. "The assumption that a government has been formed there by people who want to steer their country in a positive direction".
No, there is just
2. a gang of bandits who have taken over the organizational structure of a state in order to enrich themselves to the maximum with its help both inside and outside this state.
Under the first assumption, which I think is wrong, one can compare the actions with other governments/state systems in more or less moral terms and must be surprised or cannot comprehend what is happening there on this basis.
Under the second assumption, however, it is quite easy to understand and based on this it makes little sense to compare moral aspects. The only comparison is the level of organized crime.
The ruling RF gang's bluster about race, religion or acute threats from so-called external enemies (NATO) serves only one purpose: to be able to use the country's population as a tool for their power and enrichment ambitions and to blind the states around them and make them hesitate when analyzing/thinking about the extent to which these are serious views of this country.
But it is simply a mafia-like gang/organization that has been given the opportunity to take over a sizeable organizational structure. And to live out or let off steam with this incredible amount of power for a mafia-like gang until someone stops them.
@erabo @noelreports thanks for your reply because it made me aware of an omission I made. Just like not all Germans during the 3rd Reich have been fascists not all #ruzzians are. They do live in a fascistoid regime but they are themselves not. People like Dugin, Karaganov or all this state TV blokes at least have sympathies with fascist ideology and there is a market for #ruzzian SF literature in which these beliefs are cultivated.
I agree with part about the organized crime "similiarities".

I agree with the description of the Russian government being more comparable to a mafia-like organization than to an actual government in the modern sense of the term as well.
I've come to believe that it may be a characteristic of the Moscow culture as transformed way back when the Rus were conquered by the Mongol colonialization of the 13th century followed by all those centuries of being the ruling class of a massive empire.
