Texas Lieutenant Governor Dan Patrick proposes “Jocelyn’s Law” after 12-year-old’s murderers granted $10 million bond
Despite push back from Houston Mayor John Whitmire, who publicly urged that Martinez-Rangel and Peña be held without bond, Texas law did not immediately permit a judge to deny the men bail. Prosecutor are waiting on lab results to determine if Nungaray was sexually assaulted the night of her death, which could leave the men with additional charges.
