Yes, I think it is very common.

We are doing this to "protect you" or more compelling "We must protect the children"

Then of course it comes back and bites people when it is "miss-used"

I use the example of Stasi. That’s what happens when you surveil people. Doesn’t get much more dystopian I think.

(It can get *worse*, like Cambodia or North Korea, but for some reason I don’t think of them as dystopias. Just more utterly horrific.)
