They're problems that the respective populations have Democratically chosen. They're both problems that have the overwhelming support of those populations.

why don't we hear "the Likud-run military", for example?

#Gaza is a democracy with one party since 2007, an occupied territory with no control of it's borders because of Israel. Because of Hamas. Because of Israel. Because of Hamas...

Kinda hard to make that equation balance the way you're trying to.
