I don’t know that “liberals”, especially American ones, ever believed that public health is a collective effort. Certainly the neo-liberals don’t and never have. They believe it’s an outcome of markets in which individual actors pursue self-interest.
Yes, I’m familiar. And tbh, the Canadian Liberals have been fairly close to US Democrat positions, while Liberals in Australia are right-wing and drifting further
Meanwhile, Labour in the UK (since Blair?) and Australia (since Hawke / Keating?) - ostensibly more left-wing have been far more neoliberal than anything like collectivist or socialist.
