It's directed toward things like old trim, dead plants after harvest, things like that. I remember back a decade ago, the guys there would rip open likely bags and scavenge for small buds not worth trimming. I really don't know why they care anymore.
Here's the twist: licensed cannabis businesses in CA have to have a cannabis waste disposal plan. If you're in indoor farm or processor, you can't really just compost it out in the garden, so you're supposed to have a weight certificate from a licensed disposal facility proving you didn't...IDK, sell it to kids or something. Well, this is the only licensed dump for the whole area!
This is typical of CA cannabis bureaucracy. Catch-22s that don't even make sense in the first place.
