Based on the project name, Section 31 might have planned on resurrecting past captains in case of emergencies. He was part of Section 31 in a few books.

Or they thought that someone could use his body (Romulans in the Shanterverse books) against Starfleet. Or clone it (Shizon) and use it against Starfleet.

Either way, it could be a reference to beta canon.

Maybe it's because 100 years after one of the greatest Star Fleet Captains went missing, #JamesTKirk suddenly turned up on some random planet in the Veridian system, right out of the Nexus. Maybe that made his remains worth studying?

I feel like #StarFleet should have just left them buried tho.

Kirk probably left all his belongings and his body to Starfleet to do with as they pleased in the name of science and exploration, since he didn't really have a family to leave anything to. Starfleet just gathered and stored them like the packrats they are. #StarTrekHour
