The "Globe and Mail" has the grace to point the article is more than six moths old and "Some information may no longer be current."
Sadly the simplistic ideas to urban planning still exist - Bicycles are not a magic pill either. Short hop transport is still required because nobody builds homes near shops. Blocking up all the roads is an effective but useless trivial solution - planners treat towns like a SIM city game - great fun for those fit enough to cycle
