"Fish, wildlife, water quality and communities are suffering while the state dawdles on addressing major problems in its crown-jewel aquatic ecosystem," Baykeeper science director Jon Rosenfield said to Cal Matters of the state's new plans for the collapsing Bay-Delta ecosystem.

"Habitat restoration is definitely necessary for some of these fish, but there is no solution to what ails the San Francisco Bay & its watershed that does not involve significant increases in flow,” he continued, “Flow controls all of the habitat conditions."
