Well I certainly hope ethical concerns are holding back eugenics. Possibly even among the main things doing so.
I think when we say ‘held back by ethical concerns’ and he says ‘held back by ethical concerns’ it means different things.

Roko's basilisk is a fanciful thought experiment about the imagined risks involved in developing artificial intelligence (AI). The idea is that an all-powerful artificial intelligence from the future might retroactively punish those who did not help bring about its existence, including those who merely knew about the possible development of such a being. It is named after English mathematician Roko Mijic, the member of the rationalist community LessWrong who first publicly described it, though he did not originate the underlying ideas. The "basilisk" is by analogy to the mind-breaking images in David Langford's short story BLIT.
I see. I already went down the r/grimezs rabbit hole a bit when I was still on reddit. They are ex-Grimes fans who dig up all the bullshit, bad takes and hidden fascism of Elon and Grimes, who made a new sub because they were censored on the official sub. Grimes doesn’t like that the sub exists and has sent multiple disruptors there to try and silence the sub. But it’s not only about Grimes and Elon but also about all the horrible silicon valley fascists they are friends with and stuff. This communty seems like an extension of that.
it actually started as r/sneerclub on reddit, which branched off from r/badphilosophy because so much Yudkowsky badphil was being posted there.

How many rounds of IVF is the poor pregnant partner, inevitably a cis woman, meant to do? Isn’t IVF infamously fucking gruelling, requiring injections and ending in miscarriages? Is her husband going to make her feel like shit for refusing to make being pregnant her full time job? A massive amount of reproductive labour is just being taken for granted here.
And if these EAers refuse, the reproductive labour just gets passed on to other women. Grimes didn’t want to have another kid with Elon (aren’t they nonbinary? I’m sure it might have caused them dysphoria) so Elon persuaded one of his fucking employees into doing IVF and being their surrogate because it’s important for smart people to have kids. (Source)
