I've used PCBway numerous times for prototype boards and have been extremely happy. It seems like they always have an engineer validate the artwork and will contact you if there's a problem or misunderstanding. They're also really cheap to get a solder stencil, which let me experiment with reflow soldering in a toaster oven (tip: if trying this, get a thermal probe and also use a heat gun to boost the temp quicker).

What is the budget per badge excluding the board?

What about a bare-board badge where you can stencil, go to a pick & place machine, press a button, and then toss in a reflow oven? Might actually be able to get machine sponsorship.

I think that would be cool. Most of the reflow ovens are 220 however, but Neoden makes one that runs on 110....

In terms of hardware on the badge, probably want an ESP32S3 for the CPU: its got a lot of headroom (dual core, 200 MHz, with floating point), USB and WiFi/Bluetooth, and you could do a trace antenna on the badge itself so just a filter and trace for the WiFi/Bluetooth. Cheap, too, $3 including crystal and passives.
