The Yakima County #EAS is due to an incident involving a propane fire in East Valley /Moxee involving Olympic Fruit at Highway 24 and Beaudry Rd. according to Yakima PD

Shelter In Place & Indoors shut windows/doors, seal any venting/areas where air comes in from outside. Stop airflow from outside to inside.

Weird that the local news station article hasn't been updated to include the Shelter In Place instructions.

Really hard to find reliable info on the situation there. People in the comment section of the OEM FB page are saying the hazardous material is ammonia. That makes a lot more sense for a seal windows order than just a propane fire.
