Is it normal for IDE to USB adapters to fail to start due to lack of power from the USB even when the IDE DVD drive has already it's own power source?

This same adapter works with SATA Hard Disk Drives (also externally powered).

@Genstar depends how it's set up?
I could see the adapter getting confused at there being no power drawn, or too much power present for what it should be able to do

They may not work well with cd drives but yeah, I guess other than trying between plugging into a USB 2 and 3 to see if it changes anything...
It legitimately did help for me with a device once so you never know

Anyways, swapping between USB 3.0 and USB 2.0 didn't help in this case, I had tried this already.

@Nomaxice Apparently, the adapter I bought seems to have a pretty old chipset. Going by it's idVendor (152d) and it's idProduct (2338), it seems to be a JMicron JM20337.

I first connect the adapter and the power brick to the drive.
Next I connect the power brick to the power strip.
Then I let the drive warm up.
When it's done, I connect the adapter to the laptop.
