Text automation tool #Typinator only works when #macOS doesn’t block third-party access for security reasons, i.e. when typing a password. (You don’t want a third-party tool to be able to snoop while you type it in.) Problem is… like everything else in #macOS, this security feature is BUGGY. Sometimes it stays on even when you are no longer in a secure environment. In this case, it says it’s still on because of Microsoft Word… but Word isn’t even running!

No choice but to reboot. Grrr.
